The situation
It holds together until the officer who kept it all in their head graduates. Then the dues records are in someone's personal Drive, half the roster left last spring, and the incoming treasurer starts the whole thing over.

How it works
Organizations show up to the students at their own university. A club that would rather not be listed stays unlisted and takes members by invitation.
The request sits pending. Nothing about the roster is visible to them yet — not the members, not the contact details, not the dues.
Now they are on the roster with a role: owner, admin, officer or member. The role decides what they can do, and the database is what enforces it.
A date each member is paid through. Anyone behind reads in red, on the roster, without anyone having to cross-check a spreadsheet.
On money
An officer sets the date a member is paid through. Cash, Venmo, the student activities office — however your club already does it, it keeps doing it.
That is a decision, not a gap. Taking payments means holding card data and everything that follows from it, and the roster is what is actually broken this semester.
Two things worth knowing
A local volunteer, a graduate still running the alumni game, a student from the university across town. They sign up with a personal address and are full members of whatever adds them. Campus discovery is for people who have shown they are on that campus — membership is not.
Who sees a roster, who approves a member, who records dues — every one of those is enforced by the database, not by whichever screen is open. Hiding a button from a member is tidiness. It is not what stops them.

— That matters to whoever ends up responsible for a list of real students' names.
